Dear Mr. Yuan:
You may remember me as having been connected for the past few years with the Peking Language Schools for foreigners. Now for the past three months, and for the next year, at least, I am in charge of the Chinese Collection of the Library of Congress. I recall with pleasure the fine dinner Mr. March, Capt. Gillis, and Mr. Pettus and I had at your home almost a year and a half ago.
Until recently we have had but very little money to spend on Chinese books, as you are aware. But I am glad to report that we have a small allotment now which we can use in the purchase of Chinese materials. So, if you know of any rare items which you think we ought to have, please let us know, and we will telegraph you whether or not we can purchase them. Or you can write to Mr. Swingle as you have done before. He is, of course, still interested in the Chinese Collection and is still recommending books to us, as he always has done. He sends the recommendations on to us. It may be best for you to keep on with the old procedure of first notifying him.
I hope all is well with you. We still see your beautiful hand-writing on many of our books, so we are reminded that you were once here.
Sincerely yours,

Dear Mr. Gillis:
I am very glad to know that Mr. Wen-San Wang has been recommended to the Gest Library as an assistant, and feel perfectly confident that the Library will find in him an able, industrious, and trustworthy young man with good knowledge of both Chinese and English languages as well as of Library Science.
He was brought up from a literary family and graduated from Boone University, Wuchang, with B. A. degree in 1922. He received his Diploma of Library Science from the Boone Library School in the same year. When he was a librarian of the Nankai University, he accomplished a great deal and made the University Library one of the greatest school libraries in China.
I know his Chinese is very good and can do any cataloguing and bibliographical work. If the Gest Library can get such a young man as Mr. Wang working in its Chinese department, I am sure that he will be of great service to its valuable Chinese collection which you have so ably built up.

Dear Mr. Yuan:
May we trouble you to get some Peking Dealer to give us an estimate of the cost of the items listed below? We are especially anxious to stock up on all the published works of Lo Chen-yu and of Wang Kuo-wei, of whose writings, we strangely enough have nothing. If you know of any other fundamental works on the bone inscriptions, or late works on bronze inscriptions and archeology, which you think we ought to have, please include these in the estimate. But kindly send us an estimate of cost before sending the books.
Dr. Kiang K'ang-hu is working here for a year now on a history of Chinese civilization. Dr. Li Chi has arrived and plans to be here for several months. With best wishes,

Dear Mr. Yuan:
Dr. Swingle tells me that you have recommended to him the purchase of a new edition of the Po Ch'uan Hsueh Hai in imitation of Sung blocks. He did not in his letter state the price of this collection. Can you tell us what the price will be? I think we ought to get this, and I am anxious to recommend purchase of the same. But before I can make recommendation of the purchase of any item, I must state what the cost of the work is.
I hope that in the future you can in connection with any work you recommend state at once what the cost is. Then we can either write or telegraph, and so save a great deal of time.
I am sorry that you had such difficulty in shipping the movable type edition of the T'ai Ping Yu Lan. No doubt you will hear very shortly what the Library wants done about it. I fancy they will have to pay the 80 taels of customs duties in order to get it shipped.

Dear Sirs:
Owing to the reorganization of the Government, the work of the Bureau of International Exchange of Publications at Peking is being suspended. Pending the decision of the Nationalist Government concerning the future status of the Bureau, the Metropolitan Library has agreed to take up temporarily the work of exchanges on behalf of the Chinese Government.
The three cases 1474, 1475 and 12923 which you sent in March and the seven cases, 1719-1724, and 12970 which you sent in May have not yet been received. At our request, the Inspector General of Customs has notified the Collector of Customs in Tientsin about this change and has instructed him to forward to us these cases on arrival. We shall, therefore, reforward the packages contained therein.
The Bill of Lading for your consignment made in June has not been transferred to the Metropolitan Library from the Bureau. If it is possible for you to send us a duplicate copy and to certify that, should the original be lost, this duplicate be made valid, we believe there will be no difficulty in getting the cases delivered here. We hope you will in the future send the Bill of Lading direct to this Library until you are advised of some other arrangement which the Nationalist Government may make in the future.
Although we shall always be pleased to serve as an agent of your Institution for the distribution of packages for correspondents in China, we greatly regret that our financial appropriation this year would not permit us to do so. Under the circumstances, it would seem to be a wise plan for you to send to the Metropolitan Library only those packages intended for correspondents in North China which we can easily distribute without too much expenditure, but to withhold shipment temporarily for those intended for Central and South China. The period would not be in any way very long, as the undersigned will do his best to urge the authorities for early decision about this matter.

September 18, 1928
Dear Sir:
Under date of August 20, we advised that the Nationalist Government was considering favorably to ask the Metropolitan Library to conduct the International Exchange Service on behalf of the Chinese Government. This was officially promulgated on August 24th by the Ministry of Education at Nanking. On September 4, this official order was suddenly withdrawn, soon after the resignation of the Minister of Education. No doubt you will later on be notified officially about this change when the new International Exchange Service is organized. As we understand, this Service is to be situated in Shanghai, but there will probably be some delay before the Service is able to assume its responsibilities.
Since April 1926, the Metropolitan Library has been designated by the Government as the Depository Library for foreign official documents, and has accordingly been receiving a full set of U. S. governmental documents which the Smithsonian Institution has forwarded to the Bureau of International Exchange of Publications, Ministry of Education, Peking. Now, as the depository is to be transferred to Shanghai, it would affect greatly our collection of official documents. In view of the valuable service which the Metropolitan Library has been rendering to the Government and to the scientific institutions of the country, and in view of the necessity of having a complete file of U. S. official documents available in Peking, the Board of Management of the Metropolitan Library has authorized me to make an official application for an extra(full)set of these documents which if the application is granted, are to be permanently deposited at the Metropolitan Library. Should the Smithsonian Institution favor such an arrangement as it has done for Australia, Canada, Germany and Great Britain, it would be of the greatest service to present to future generations of scientific workers in this country. Will you kindly let us know your decision by cable at our expense?
Although the Chinese Exchange Service will not be conducted under the direction of the Metropolitan Library, we shall always be only too glad to do anything for the Smithsonian Institution. During the past two years our Library has been obtaining copies of publications desired by the Library of Congress and will endeavor to meet these requests as far as it is practicable. With a trained and competent staff, we believe we can carry on the work efficiently.
The Metropolitan Library is now entering exchange relations with many scientific institutions in the United States which in return will send to us their publications through the International Exchange Service of the Smithsonian Institution. In order to avoid unnecessary delay, we would like to request the Institution to forward, at our expense, all exchange packages for the Metropolitan Library direct to Tientsin care of the Collector of Customs, instead of sending them to Shanghai and from there reforwarded to Peking.
Many scientific institutions in North China, particularly in Peking, in view of the services we have rendered in the past, have expressed the desire to have the Metropolitan Library continue to undertake the distribution of exchange packages for their respective institutions. The Metropolitan Library which has always tried to render service to the cause of science and learning, would be glad to undertake the work if you think this arrangement satisfactory.
We have sent you our first annual report, on pages 17-18 of which you will find a short account of the foreign official documents filed at the Metropolitan Library. Our second annual report is now in press and will be mailed to your Institution when published. We enclose herewith an extract therefrom for your information.

Dear Sir:
Referring to your letter of July 3, I beg to say that the delivery of boxes 1719-24 and 12970 has been delayed owing to a fire on the SS “President Polk” on board of which the consignment was being forwarded to China. Information regarding the fire has just been communicated to the Institution by its agent in New York. No mention is made as to whether any part of the above-mentioned consignment was damaged but it was stated that the shipment could not be released until the average agreement was executed. This has been done and I trust that the box will shortly come into your possession.
In this connection I beg to ask whether you have received cases 1474, 1475 and 12923 sent to the Chinese Exchange Bureau in March last. In your letter of July 3, you stated that those boxes had not arrived at that time.

Dear Sir:
I have your letter of the 18th instant and in reply beg to say that all packages of exchanges received here for addresses in China will continue to be forwarded to your Library for distribution until definite information concerning the establishment of a Chinese Exchange Bureau is received through official channels from the Nationalist Government. At that time consideration will be given to your request that packages for the Metropolitan Library be forwarded direct to your Library and not through the new exchange agency.
Concerning your request that the Metropolitan Library be supplied with a full set of United States government documents, to take the place of the one now sent to you and which is to be transferred to the new depository to be established by the Nationalist Government, I beg to say that the selection of foreign depositories of official United States documents rests with the Library of Congress and your request therefore was referred to that library. The latter replies as follows:
“With reference to the letter of September 18, 1928, from the Metropolitan Library, Peking, to the Smithsonian Institution, asking that an extra full set of United States official publications be assigned to the Metropolitan Library, Mr. Yuan might be advised by letter that under the Brussels International Exchange Convention we shall be obliged to deal with the duly constituted authorities in China, and that full sets are available for distribution abroad only under definite formal provision for the exchange of official publications.”
Since the Metropolitan Library has been conducting the distribution of exchange packages to correspondents in China, the work has been carried on in a very efficient manner, and I beg to assure you that the Smithsonian Institution greatly appreciates the service you have rendered in this connection.

December 15, 1928
Dr. C. G. Abbot,
Dear Sir:
I beg to acknowledge the receipt of your letter of October(November)2, informing me that exchange packages will continue to be forwarded to the Metropolitan Library until you are officially notified about the establishment of a new exchange agency. This is an ideal arrangement, as our National Government has the whole matter under consideration.
With regard to the extra full set of U. S. government documents that we asked for, may we request you to kindly ascertain from the Librarian of Congress whether the Hopei(Chihli)Provincial Government can be regarded as duly constituted authority to communicate with him about the matter? I understand that six state governments in Germany have been designated as depositories to which full sets of U. S. government publications have been forwarded. In view of the importance of Peking as an educational center and in view of the necessity of having at least one complete file of U. S. official documents made available at the great metropolis, the Hopei Provincial Government signifies its readiness to appoint the Metropolitan Library to be its depository for foreign government documents, provided such an arrangement can be granted by the Librarian of Congress. An official communication will be sent to the Librarian of Congress when we get from you a favorable reply.
The Metropolitan Library is the only institution of its kind in North China. Organized on modern American methods, it is devoted to serving the scholarly needs of modern China. It is to be able to meet the growing requirements of the new situation that we are particularly anxious to have a full set of U. S. government publications.
Being supported by the China Foundation with funds from the Boxer Indemnity remitted by the United States, the Metropolitan Library is expected to serve as cultural link between your country and ours. Without a set of U. S. government documents, we can hardly hope to fulfill the function expected of us.
I feel greatly flattered by what you said about our part in the work of international exchanges. We feel it to be a great honor and obligation to be of service in a work of this kind. It is perhaps not known that the Metropolitan Library has undertaken the distribution of packages entirely at its own expense. We shall continue to do so until you are notified to the contrary by the National Government, after which we shall still be glad to act as the distributing center for the Peking area.
Until the Library of Congress receives Chinese government publications from the contemplated Chinese Bureau of International Exchanges, we will continue to forward such publications, and also those of the provincial government that we may be able to secure. We may add that two weeks ago we sent to the Library of Congress a number of Chinese official publications, among which is a complete file of the Official Gazette of the Nationalist Government, and also some publications of learned societies that we succeeded in securing as gifts to the Library of Congress.
Assuring you of our appreciation of the trouble you take on our behalf, I beg to remain

Owing to the re-organization of the Government at Peking in June, the work of the Bureau of International Exchange of Publications was suspended. For a time, it was temporarily conducted by the Metropolitan Library. In September, the National Research Institute, Shanghai, was formally appointed by the Nationalist Government to conduct the international exchange service. Therefore, we forwarded to them all the packages we received since June. We also heard that the packages received by the Exchange Bureau at Peking had also been forwarded to that Institute. You may claim your packages direct from the National Research Institute, 205 Rue Roi d'Albert, Shanghai.
Yours truly,
T. L. Yuan
Associate Director
